os Win7 x64 pro
card Lynx L22
bitrate 96khz 24bit

Noise happens no matter the bitrate.

Noise issue primarily in Ableton live (v8.1 x32, but also tested in v9 x64 with same noise). Seems to be related to video somehow.

Recording to disk does not create noise (thank god).
However any playback/mixdown attempt will create the noise and also output the noise to the mixdown file...which is a problem.

Moving volume slider (the one in the windows taskbar) rapidly up and down creates noise, BUT ONLY while there is an audio signal of some kind being outputted. (there is a small graphics display next to windows volume slider, with a # which represents the volume 0-100. as i said this noise seems to be video related, and the noise correlates with that little graphic display when you move the volume slider)
That is to say there needs to be a signal to have noise added to. As long as there is audio outputting, you can fiddle with the windows volume slider and make all kinds of velcro-y, static-y click-y noise. Same goes with the scroll bars /zoom function in ableton live

However this is not isolated to ableton live
While sony soundforge (v10) does not create noise just by playing back a single wav, the noise can similarly be generated by fiddling with the windows output, zooming in and out, etc.

My video card is a sapphire radeon 5450
it has all the latest drivers, firmware, etc.

The OS i am having the problem in (win7 x64) is one of TWO boots on a dual boot system.

Win8.1 x64 pro does not have any issues with noise and the lynx card. So, the issue is not hardware (not with the lynx at least), i would say...

Also worth noting - i have been using this os (win7 x64) for a long time with no issues. The lynx just randomly started making this noise and im not sure why.

Using onboard hd audio sound device, which i normally disable, but enabled for testing purposes - does not have the same noise the L22 does.

HEre is a small sound clip, copied and pasted a number of times. Towards the end of each little clip, as the guitar gets a little quieter, you can more easily hear the high pitched, rapid "clicking" noise that is plaguing all my mixdowns:

You may need headphones on to detect the noise. It is quite subtle, but it is there.

Also worth noting I have tried:

varying cache size of L22 - no effect.
varying sample rate/bit rate - no effect.
varying double buffer output, ignore dm request etc (all L22 settings) - no change/no effect

edit- actualy i havent a clue what double buffer, direct monitoring requets and all that even do, as it's not in the manual from what i can see

Very odd. Do you have a different video card you can test with?

Try running the http://www.thesycon.de/deu/latency_check.shtml" rel="nofollow - DPC latency checker and see if you get any spikes that would imply a problem with a malfunctioning driver.

I would suggest try our hardware test and see if any distortion shows up in the recorded file:
