I'm seeing this problem in the Hilo remote app where several of the meters are pegged at full scale even though there is no signal routed to them. The specific channels are Monitor Out, AES Out, SPDIF Coax and SPDIF Opt. This seems to happen when I power-cycle the Hilo without also rebooting my PC (even though I've also terminated and then re-launched the Remote Control app). 

I can fix this by rebooting the computer, power-cycling the Hilo and then re-launching the Remote Control app. But that's a real PITA. 

Is this a known problem? Any simpler workaround I can employ?

In my config the only inputs are coming in via ADAT 1+2, and ADAT 3+4 (48K, sync'd to word clock) and they're being routed to Line Out and Phones respectively. No other inputs or outputs are being used and, for clarity, I'm not sending audio via USB to the Hilo.

I'm running Win 8.1 x64 with the latest Hilo firmware, driver and software.

I have not heard of this problem before. What happens if you restore defaults on the Hilo? Does the behavior clear? 
What about if you pull the USB cable for a few seconds, instead of re-booting, etc. ?

If you pull up the ALL I/O meters on the Hilo itself, do you see meters there as well?

Interesting! So I hit "Restore Defaults" in the remote app and the meters did indeed clear. I then used "Recall Scene" to get my settings back. Everything looked good and the remote app showed that "SynchroLock" was "working". But as soon as that changed to "Locked", the 4 meters went from nil to pegged. Weird, huh? So it's got something to do with whatever happens when the SynchroLock goes from working to locked via word clock. Again, my only inputs to the Hilo are ADAT at the moment. Not sure if that has anything to do with it...

I see. 
Why don't you try disabling Synchrolock and see if everything consistently behaves as expected?
